Timing Pulley gave way 900 1995

Hello,
what a pain. About six month ago I bought the 95 960 from an add. At the time the only thing that appeared to be defective was the A/C compressor. Also I check the marking on the timing plastic cover, it is marked 140,000. Therefore I thought the timing belt had been changed, so I got the new compressor and everything was fine, at least that what I thought until three days ago I was parked after driving about 15 minutes and then I tried to start, but all I heard was the starter spin and a rattling noise, and the car would not start. I opened the hood and there it was, a whole in the timing plastic cover with the lose tension pulley sticking out. Right the way I felt a pain in my gut. I knew the unexpected had happened.
My question is, what is the best way to have the car repaired, would it be less costly to have the engine repaired or replace the engine with a used one? A used engine runs about 1400 + Inst. I do not know what a Machinist charge to rebuild it, and where I can fined a good machinist in New York area. I need all the help I can get. Your help would be very appreciated.
