Turn Signal /Hazard Intermittant & mostly dead 200 1986

Hi
does anyone know what would cause this:
When first driving, turn signal works for about 15 seconds then dies - no sound, no light, no blinking. Then while driving might work once, then dead again. Hazard not working at all.

I've tried this so far:
-replaced fuses - this seems to help it only for a short period of time, but even changing out brand new ones, it still eventually happens

-changed out the old flasher for a new flasher (12 Volt) - > this only seemed to fry the fuses, I could hear the crackle. (#8 and #13 slots)

-returned to old flasher, same problem occurs.

-i think the bulbs are fine, wouldn't they just blow??

any ideas how to fix? thank you!!!!!
