keys,, 1989 760 700 1989

ok got a key from the dealer., didnt work
got 2nd key,,, same thing.
they say the lock cylinder must have been changed somtime.
now i got a locksmith that says he can make a key, from the
cat ignition switch, for 85 bucks.... does this sound possible?
i was told these are "high security keys" and only available from
the dealer... so whose right in this.. I REALLY need the key!!!
