heat shield around exhaust pipes under exhaust manifold... RATTLING !!! 200 1986

So the rattling finally got unbearable... whenever I would come to a stop and wait for a light....

after getting under there and finding the loose heat shield near the bracket that holds the transmission lines to the frame I tried to shift the springs that seem to be the only thing holding the shield in place... momentary satisfaction but not the complete fix..

how is that shield supposed to be secured? Isn't there a weld somewhere??

has anyone else solved this problem...
