Bad Continuous Injection System Relay 700 1987

I pulled the white relay from my fuse pannel, and noticed that it seemed kinda burnt. It was also blowing the #1 fuse. My Question is, what could cause this? And is it going to be cheap and easy if it is not only the relay?
