Bad water pump or power steering pump 700 1989

89 GL 740, Initial startup sound fine but after a minute a fairly loud grindy sound starts. Turning wheel does not affect sound nor does spraying the belts with WD40.

Does it take a minute for the water pump to activate? Do waterpumps make noise before failing? 132K on the car unknown service history but PCV system needed complete serviceing due to carbon buildup and blockake spraying oil everywhere...

Any help appreciated.
