sluggish starter and petrol fumes 120-130

A couple of questions after a nightmare journey yesterday in cold, rainy London.

My 1967 122S has the original points/condensor and a fairly old starter motor. However it all works, so this isn't a failure question. It's just that on a cold (1-2 degrees C) morning yesterday the starter motor was very sluggish, turning only once per second. Sparking was no problem after about 4-5 turns, but I thought I might lose it. Is this just normal or is it not getting enough power from the battery?

Secondly, after stop-start traffic for about 45 minutes I suddenly got a strong petrol smell in the cabin. This disappeared after a bit of open-road driving when the jam cleared. Was this just some petrol pushing up through the carbs and evaporating on the engine? Or something more sinister? And should I get anything checked out because of this or again is it normal?
