Not firing on all fours..... 700 1986

Here's a good one....
Cyl 4 is not firing. There is a spark, and fuel injector
is working (spark plug covered with gas).
I have swapped spark plug wire, spark plug, and
the injector. No change....
Compression is within acceptable limits too.
