Timing belt replacement questions

My newly aquired 1983 244 turbo is not starting for me. I have checked the fuel pump relay and found that it does not work, but it still won't start the car when I hold the contact on the relay so I hear the click. I then pulled the distrubuter cap off and tryed to crank it again, and found that the roter did not turn. Does this imeaditly point to a fault timing belt? The previous owner told me that it would need new front seals and a intank fuel pump to run. I know that the intake pump would not keep the car from running, and that the leaking front seals might damage the timing belt to the point of not running. Does this sound like I need to repalce the timing belt? I have heard that the timing belt and fuel pumps are often crossed dianosed. It also looks like I might have a problem with the fuel pump relay. Can I use a green one in place of the original red one that is in my car? Finally, is the timing belt a good job for the inexeperienced/willing? Any tips? Thanks for any information and happy bricking!
