Oxygen Sensor question 200 1984

I have a new 3 wire o2 sensor installed in my B23F engine. I do not seem to be getting voltage to the heater element. I checked for 12 volts with the ignition on, and with engine running, and nada for voltage. I have a good ground. Which fuse should I be getting power from? I am tryng to track down a low power lean running problem and am thinking the 02 sensor could be part of the problem.
