Wiggle in Steering Wheel 900 1996

The car is a 1996/960. I have an occasional wiggle in the steering wheel when braking softly and at low speed. Never when braking hard. This is not the typical rotor warping. The car brakes fine pressing hard on the brakes at 70 mph, no vibrations. This is something else. has anyone have a comment on this? Thanks
