Low Idle 87 740 turbo 700 1987

Changed turbo and engines at 287,000 with 89,000 used. Was running fine but had windy whistling sound as it ran in mid RPM range. Now idles slow and dies at idle. vacuum? Injectors? Cable? Ideas?
