Defrost goes away on uphill grades 200 1991

I've noticed that on uphill grades when my vacuum drops off, the actuator that routes hot air to my defroster vents relaxes and I loose air flow to my defroster vents. On the downhill grade, the vacuum comes back up and the actuator pulls again and it works fine.

Is this an indication of a vacuum leak somewhere?
Perhaps a leaking checkvalve in the vacuum to that actuator?

Reminds me of the windshield wipers on my '49 Chevy pickup when I was a teenager. They worked only when I took my foot off the gas.

And thanks to all for the tips on my water leak. The door frame drain channels were clear. I'll check the wiper shaft seal and windshield corners as soon as I get a helper with a hose out there with me.
