speeding up after highway ?? Tranny?? 700

HI all!
My son's friend is going to receive a 89-90 740, i think turbo, maybe not, sedan, anyway the problem is that after going at high speeds like on the freeway, when the car comes off the freeway it doesn't want to accelerate past 30. The only way to get the car to accelerate right is to turn it off, and start the car again..
I'll try to get more info on it, but i thought this might ring a bell for somebody!
