IPD Camshaft 200

I'm intrested in purchasing an IPD Camshaft because it is said to give you about 13 extra horse power. I talked to a volvo mechanic and he told me that it's pretty much a bunch of bull. I was woundering if anyone has purchased one and noticed a difference. I don't want to go and spend that kind of money for nothing, thanks everyone.
