Acceleration is sluggish & variable. F.I. or trans? 200 1982

I have an '82 240 GL w/A.T., AW70. This weird problem is getting worse. I can be driving at freeway speed either "manually" or in cruise control, when the car won't accelerate, or even maintain speed. If I press the accelerator hard enough, it will downshift & then accelerate & maintain speed for a while, but will eventually do the sluggish thing after a while. It also occasionally happens when accelerating at low speeds, like 30-35 mph, or from a stop. It'll start to accelerate, then it's like there's no response from the fuel injection. The engine is running, revs don't decrease, but the car won't speed up. A little more pressure on the pedal & then it'll accelerate normally. So I'm wondering if this is an injection problem, or is the trans not kicking in when it should, making the engine "sag" for a while. I've never replaced or adjusted the kickdown cable, but otherwise the trans has no issues changing gears at the correct speeds. An overdrive relay should arrive tomorrow, as the O.D. is kicking off intermittently as well. Thanks in advance for any suggestions.
