What is this device anyways ? Slightly puzzling ? 700 1987

Volvoists,

Mounted inside the driver's side fender there is an electronic device with a pluf on it very similar to that on the AMM. What the hec k is this thing ? The ECU ? Or is the ECU on the passenger's side foot well inside the car ?

What is this ?

And what is it's basic function ?
