dash lights out both wires hot... 700 1991

Ok,i have a good one.
I have a 91 740 and the instrument and dashboard lights are out. Fuse 21 is good - the parking lights work. Pulling fuse 21 causes the shifter lights (on fuse22) to come ON. I pulled the light out for one of the dash switches and the tested the wires - one is white and one is blue. One of these should be positive and the other ground, but they are BOTH positive. Same is true of the ashtray light and the radio light. Pulling fuse 21 causes both wires to go dead. Shouldnt ONE of these wires be a ground? Im assuming there is a short somewhere touching a hot wire from circuit 22 into the groundwire for the dash lights. HOW do i find it??? which one is supposed to be the ground - white or blue?
