Confused about what sway bar bushings to order 200 1989

I bought some used sway bars on ebay (23mm front / 21mm back), and I'm not sure about what bushings to order. FCP Groton has

SPF521-21K Sway Bar Bushing Kit (sway bar to frame) 21mm sway bar-1 per car
SPF521-23K Sway Bar Bushing Kit (sway bar to frame) 23mm sway bar-1 per car

I assume each kit has 2 bushings in it, because the listing for individual Scamtech bushings says 2 per car:

1273184 Sway Bar Bushing (sway bar to frame, 2 per car for 21 mm sway bar)

Are the sway bar to frame bushings upper or lower, and don't I need both? What about A Arm to Swaybar bushings, mentioned by Stoney http://www.brickboard.com/RWD/index.htm?id=914478

I'm lost!
