flasher relay - draws too much current? 200 1989

I have that "crappy" but pretty voltmeter on the dash, which I installed with the large tach and small clock.
Anyhow, recently when I flash (turn signal) the voltmeter seems to jump up down with relay a lot (like maybe 2 volts). I know it's really inaccurate, but I was wondering, similar to an old fuel pump relay drawing too much current, does the same occure for the flasher?
Where is it located so I can resolder/examine it? somewhere under driver dahs for sure huh.
