volvo a/c and its many possible problems 200 1986

alrighty everybody, here comes another aweful repair question.... Volvo A/C... why it doesnt work? i have 3 245 wagons and the a/c doesnt work on any of them. what is typical to go wrong? when i first got my '84 it worked great in november, then quit when i actually needed it. i've checked fuses, wiring...etc.. and cant find an issue.
my '86 that i got last year had a bad clutch and the previous owners had rebelted the car to avoid replacing the compressor clutch... i replaced the clutch and still havent had any luck. checked fuses, wiring...etc.
my newest '86 that i just picked up 2 weeks ago has everything in tact and set up, but still no a/c.. checked fuses, wiring.. no go..
with all these cars it seems to react the same. when i turn the a/c knob to start it up, there is no idle change or signal that anything is working at all whatsoever... sooo.. any ideas? if the freon charge is low would it not kick on? i dont know much about a/c units to start with
