Here's a picture of how I mounted my driving lights on my PV.
Here you can see the square 1" tubing that I mounted in place of the top bolt that holds the front bumper guard in place. I put a large fender washer on the top and bottom of the bumper to give a little more support to the new post.
A long bolt replaces the stock bolt in this location, and goes through the light mounting bracket on top of the post and continues right down through the bumper, with the nut underneath.
I don't get any shaking of the lights at all with this setup, but you could easily add more stability by running a metal strap (like plumber's tape) from the top of the light pillar to a spot between the bumper guard and the override bar.
I really like my lights positioned here - they look good, and they are at a nice height. Fog lamps would need to be mounted lower, like underneath the bumper. For fog, you want a wide angle between the light beam and your line of vision to reduce reflection.
