Bad Brake Hoses or Bad Calipers? 700 1990

I suspect my Volvo of Brake dragging. What is the more likely cause? Bad Hoses or bad calipers. What happens first generally speaking. I inherited the car so I don't have any idea if the brake fluid has ever been changed. It has not occured in the last two years I know.
