volvo 140 Weber DGV 140-160 1971

I have a 1971 Volvo 145 that has had the Weber DGV conversion carb installed several years ago. I had the head off and rebuilt with new valves. The engine seems to run fine once it’s warmed up but has a hard time starting. Choke seems to have no effect. Also had a new Pertronix installed and timing checked. There is 5psi on the fuel pressure. If you use a flashlight and look into the main venturi you can see fuel dribbling into the carburetor. I can’t figure out where the gas is coming from. I checked the float level and replaced the needle valve. The idle adjustment has no effect either.
