940 SE Turbo Steering Wheel Locked Ignition Locked 900 1991

Let me explain in detail. please read it all first.
Sorry for the lenghty Msg, but more detail may help you get a better idea of what I have tried already.

1. Last Monday my 1991 940 SE Turbo would not start. Ignition lock was moving
Ok though. It is an automatic trans. Shift stick on floor was moving Ok
when ignition was in position II. Steering wheel was moving Ok.
Only it would not crank. Panel lights turned on Ok, but stayed lit on
position II.
2. Had the car towed to a mechanic who claims has worked with Volvos
(please no comment on this.. my mistake Ok?). I left it there for the mec
to review it an get back to me that day. He initally trhought it might
have to do with the Neutral Safety Switch.
He did not call in two days. So I went there.
Since the car would not start from the ignition key. The mec started
it making direct contact, under the hood, and moved it to another
spot inside his parking yard.
When I tried to start it with my key the lock would not move at all. It
stays locked in position 0. The Steering wheel was also locked, not fully
straight. The tires are straight though.
He claims he did not do anything to get the ignition in this
situation and tried to turn the ignition with the key. He seemed to be
forcing the key too much and shaking the wheel hard too. He applied
lubricant.. no effect. We tried my second key.. same.

I wanted to drive my car back home. Now I can not, because the wheel won't turn at all. It is locked in that position. I tried the normal way to unlock it: try to turn the wheel to one side (or the other) and try to move the key, but the key will not move.

I was able to remove the ignition switch on the left side of the steering column and using a flat screwdriver make contact. It goes to position I, II and III, panel lights go on, but it would not crank, unless there is direct contact under the hood.

Now the mec says the lock is jammed or broke. I asked how could it have happened. It was Ok when I left it there. No answer..
Could the "ign switch locked" be caused by the Neutral Safety Switch? is this the part next to the shift stick, or is that below the car by the transmission?.
If so, how so?, if the ignition switch is separated from the steering column and there does not seem to be any othe electrical conection between the ignition lock and the shift stick area?

So I have two problems now. The fact that the switch would not cause carnking and the most urgnet now, the ignition lock and wheel are locked.

Anyways, I tried to remove the lock, but it is integrated with the steering column. I checked the tips on how to remove the lock (FAQs), but I can not move the key to position I or II so the pin on top of the lock would not work.

The FAQ 700/900 says there is a way to remove the lock by pulling the steering column, but it does not seem clear.
Can anyone please explain how to remove the lock first trying without driling?. Should I remove the entire steering column (all the way down to under the hood or only the top part), and if this is done what to do to release and remove the lock mechanism, which parts to pull or push or what screws to unscrfew, etc.
I checked the steering part number which is 3516050 and it has the ignition lock integrated.

If I can not remove if via pulling the steering colum, the FAQs indicate that there are some specific places where I may need to drill to remove the lock mechanism. Can you please be more specific? Can these points be accessible only after removing the steering column?

I'd appreciate any help.

The other issue is, once the wheel is unlocked, what could be the problem with not being able to crank with the ignition switch?
