Why Only 1 Rear Foglamp in my 940??? 900

Mystery to me. I Turn on my fog light switch and get the orange bulb out light on the dash. Sure enough, the right rear light is out. Go to replace it and not only is there NO light bulb, but the light housing is sealed off. You CAN'T put in a bulb if you tried. I look up in the owner's manual and find there is only 1 rear fog light on the left side only. What is that all about?
