three oxygen sensors dont work. 700 1987

so in my 2.2 87 740 the o2 sensor went bad. it would stick at .015vdc so i replaced it with a known good one i had laying around and it would stick too at .7. so i bought a brand new bosch part and it doesn't work now either.. what the hell?
