Power Steering Squeal @ end stops 700 1989

Replaced the 3 belts. Tightened to between about 5mm-10mm. Specifically, the Power Steering Pump/Water Pump/Crankcase pulley belt is at about 5-7mm, yet the Power Steering belt squeals sometimes -- when the steering is turned completely to the left or right end stop.

My question is -- I'm considering tightening it a bit more -- however, can 2-3mm actually make a difference or is it common to squeal slightly when at the end stop?
