flashing eprom for low volitility fuel problem 700

I've got a 1991 740 B230F. Every spring the idle goes crazy, it runs rough when cold and sometimes stalls.

I've checked all of the following: air mass sensor, vaccuum lines, intake manifold, idle speed control, injectors, fuel pressure regulator, etc....

I've even switched computers with one I bought on EBAY. I've read that there was a problem with some of the computers and low voltility fuel.

Is my car with the Regina fuel system suspect to this problem?

Does anyone out there have the tools, or know who does, to reprogram this?

finally, is it the computer under the passanger side dash that needs to be reprogrammed, or something else in the car?
