Engine Coolant Sensor 200 1989

Hell all,
I'm diagnosing poor gas mileage and I'm at the ECT sensor check. Earlier posts say to probe the connection to the ECU at pins 13 and 5.

The only way I think I can possibly probe the pins is by disconnecting large snap in type connector from the ECU and then probing the pins on the connector.

does that make sense?

Anyway - doing this I can get a resistance reading consistent with the book's values, however I don't get a voltage reading or the reading I get is .002V. This is when the car's ignition is in position II.

Does that connector have to be plugged in to the ECU to get a voltage reading, or am I doing it right - any my ECT isn't getting a voltage?
