Turn Signal Flasher Unit 1996 960 Wagon

The owner's manual and Chilton's do not say where the turn signal flasher unit is located. It's not in the fuse box.

My signal sometimes does not flash. For example, I turn it on to go right, and no flash, so I flip to left, then back to right and it flashes. Yesterday, neither wanted to flash for a few minutes, so I bought a new flasher unit, but no one can help me where it goes. The repair shop will do so for a fee. Internet searches have not turned up anything.

If anyone knows, please share. Thanks.
