B230-Four Torque Converter to Flex Plate (Flywheel) Bolts Torque?

My torque wrenches will not fit in the small space needed to torque the Four bolts. Is there another way such as finger tight then angle tightening? Where can I buy a torque wrench that would work?

Also, is it really necessary to replace the 8 bolts holding the flywheel to the crank and the 4 bolts mentioned above?
