Shift Lock-out 200 1991

Start car, press brake, try to shift out of Park. Can't move shifter until brake is released and press at least once more.
Where is the lockout? Is it sticking?
This is my daughter's car, and I don't want her to get stuck somewhere.
I know about the manual release in an emergency, but want to solve the issue.
