Ignition switch 700

Hello fellow Volvo owners.

I have a no start situation with an 89 Gl Wagon. Starter does not engage at postion III of ignition switch. I checked battery and its connections-OK
I ck'd connections at starter=OK. So I removed that little wire(blue/green I think) at starter and wired that connection to battery positive. With the key in run ( II ) position, car will start and run fine. Now I know this is going to sound like a stupid question, but I'll ask anyhow. Does this indicate a bad ignition switch? I hope so, cause I ordered a new one thru FCP Groton and hope to get my brick back on the road tomorrow. Thanks again to the 700/900 FAQ.
