'Lurching' at low power low speed driving

1985 245 DL. Was idling poorly, rich mixture, etc. Replaced fuel pressure regulator which was leaking. Set idle and drove 150 miles at approximately 70mph. Now starts promptly, idles fine, accelerates smoothly and runs smooth at highway speeds getting 24mpg at 70mph.
The problem is if I am around town in 2nd or 3d (manual gearbox) at low rpm (1500 - 2000) the car will surge and buck. If I take the load off by stepping on the clutch the engine will run smoothly.

I know that the AMM, fuel pump and fuel pressure regulator are OK. If I disconnct the O2 sensor when the engine is warm and idling there is no change in engine idle, could this be a problem. Car has original wiring harness but no gross flaking insulation.
