Front Bumper Shock removal ???? '89 240 sedan

I pulled the bumper and would like to know how to finish the removal of the front passenger side bumper shock. I noticed a large bolt on the top of the frame that looks like about 22mm in size. Is this the only thing still holding this shock on ???
