AC Mystry 700 1990

I had the AC retrofitted to 134a. There is a volve sticking up next to the accumulator with a screwed long black sleeve. When I removed the sleeve, I found a red oily compound. I sprayed soapy water on the valve and I could see a leak. Is this normal? It is discharging freon? What is the function of this valve?
