cruise control 700 1989

I went to the junkyard and picked up a full cruise control setup for my 89 740 wagon. I went to try it out today and it didn't work. After reading the other forums and FAQ's, I checked all the hoses for leaks and found none, not even a crack. The vacuum servo works just fine too. The problem that I can see that wasn't a problem on the junkyard car, also a 740, is that the vacuum servo cable has too much slack on the throttle pulley mechanism. How do I reduce the amount of slack on the servo cable? I have tightened that little bolt and nut thing all the way. Could it be that the cable stretched out over time and I need a new one?
