Depressurizing Fuel System (Brick just won't quit!) 200 1990

I tried to depressurize the fuel system by pulling my main pump fuse and the car wouldn't die. In fact, I could hear my fuel pump still running. So, I tried pulling the fuse for the fuel pump relay. Still no good. I tried pulling one at a time and then both, and still the pump ran and the car kept running as well. (Fuses were pulled with ignition off) This can't be normal. The main pump has been rewired, but from the original wire harness. Is there any other way to depressurize? I really need to change the fuel filter. Thanks in advance!
