water valve-I think???? 900

I think I have a problem with something called my water valve. It is located on the heater hose going from the engine block into the dash. A hose goes from the block to the valve and another short hose goes from the valve into the dash. Anyway, it seems to be spraying oil or some other oil-like substance. Two questions:

1. Is that indeed a water valve?

2. Is that spraying oil or is it coming from somewhere else?
