Rear axle wire 700 1989

Okay, this might be a simple question so forgive my ignorance. What is the wire that goes from the rear axle, next to differential on the passenger side, to body of car. It runs from inside axle straight up into bottom of vehicle body. Mine is broken and I am wondering if I need to reattach it. Thanks.
Also, where is the ground to fuel gauge sender?
