Bumper skin sparying 200 1990

I would like to remove my front and back bumper skin and spay it with a black satin finish. How do I remove just the skin? Is it difficult to remove?
Do I need to spray the skin with a plastic primer before I spray the black satin finish?
Thanks for any advise.
