No fuel at the injection rail 900 1991

Can anyone help with a non starting 940 2.3 8 valve?
There is no fuel at the injection rail. The relay controlling the fuel injection has 2 coils but the one for the main fuel pump is not operating - although when powered up off the car both relay switches operate fine. What is the ECU looking for to take the coil down to earth and operate the switch?

Incidentally, both the in-tank and main fuel pumps work when powered off the car.
