Gas tank filler weeping 120-130

There seems to be a weep somewhere where the filler tube goes into the tank in the trunk- the trunk area smells slightly gassy and it's a little damp around the joint after I fill up. Is there a recommended patch? And how about a recommended way to get the nearly 40 years of deteriorated rubber mat and black 'caulking' cleaned off the area so a patch would work?
