Volvo 240 DL Superpro Rear Lower Control Arm Bushing (SPF638K) Instructions 200 1986

I'm in process of installing polyurathane bushings on my Volvo and am having trouble with the rear lower control arm bushing. The Superpro kit comes with the bushing, tube and washer for each side of the car; and the washer appears to mate with the tapered end of the bushing. However, the diameter of the washer hole is smaller than the inner diameter of the tube. Assuming that the tapered end of the bushing faces toward the front of the car, should I drill the washer to match the inner tube diameter? Or am I just totally confused? Any help would be greatly appreciated. Thanks.
