He has empirical evidence - this is worth something.

The contact area of the road is very small. Increasing the pressure from 35psi to 40psi may not flatten the area contacting the road and reduce friction; IE at 35 it might be at the best pressure for optimal rolling resistance. I pick those numbers as arbitrary.

This will depend on tires, how the car is loaded etc.
