ICU on a 1995 940 T? 900 1995

I know there is a ECU near the passenger side interior. But I am confused about the function. Does it just control the fuel injection? Is there also a ICU near the steering wheel column which controls the ignition? Or did both functions get combined into one unit by 1995?
