Speedometer Error 120-130

The speedo on my '66 122 sedan with M40 seems to register somewhere around 20 mph over actual speed. It starts jumping from 0 to about 30 mph when the car starts rolling and then smoothly runs fast up to the fastest speed I have ventured -- 100 mph at the needle tip.

I suspected that this was a speedo cable gear issue at the tranny. If that was the case though, wouldn't readings at lower speeds be closer to accurate? On decelleration the speedometer reads about 30 mph until just before stopping.
