I don't believe that having a spark guarantees that the pumps are working.

"Right. It's the other way 'round... You must have spark (at least at the primary of the coil) in order for the relays to pull in, providing that the relay is good and the system has no other faults."

Except for the LH 2.4 exception that I learned of here on the 'Board — with a problem in the ignition Power Stage or its wiring, the ICU will be clueless and tell the FI system that all is well. The rare case of no spark but wet plugs, with a good coil and high tension system.

However, I think all the earlier systems do—as you say—use coil pulses to determine that ignition system is good enough to allow FI system operation.
