Window cut in catalytic converter 200

I was under my son's 89 240 DL doing some work on the brake lines. I noticed that a window about 3" by 4" had been cut in the Catalytic converter and had been welded closed again. Has anyone heard of this as standard procedure to check out the CAT? Could the guts have been removed? If so would it effect the oxygen sensor readings thereby effecting how it runs? Why would anyone open up the side of the catalytic converter and then weld it shut again?

Any thoughts?
